What affects the weather?
Historically, different communities have done various things to influence the weather and its effects, such as Native American Rain Dancing; and church buildings installed with lightning conductors (often made of copper or aluminium tape / lead components).
More modern times have enabled technology to be accessed to change the weather; and apparently it is even possible to pay to have potentially good weather for a wedding, and / or presumably other event(s).
Geoengineering, weather modification, and weather manipulation, such as Cloud Seeding, are some of the terminology used for such human influences to influence the weather.
Weather modification is said to have started in the 1940s - though historically there have been human influences on the weather much before that.
The concept of the ownership and regulation of Cloud-Seeding Activities is supposed to be to National Discretion. Who decides on National Discretion?
